Description: This two day course is intended for professionals seeking an improved understanding of state and federal environmental regulations. It includes a carefully integrated set of modules intended to develop the knowledge and skills that environmental professionals need to understand the state and federal regulatory framework in Illinois. Participants will better understand today's key environmental compliance issues, how to anticipate problems and plan for success. This course provides an overview of a broad range of federal and state environmental regulations, jurisdictions, regulatory compliance, and enforcement. The first day's material focuses on federal environmental regulations. The second day focuses on Illinois environmental regulations.

Class will begin each day at 8:30 A.M. and end at 5 P.M. Attendees will be given the opportunity to apply course concepts through hands-on exercises.

After completing this course, participants will be able to:

- Describe the key federal and state regulations that govern pollution, hazardous wastes, remediation, and environmental reporting in Illinois
- Identify regulatory agencies responsible for enforcement of specific federal and state environmental regulations
- Understand aspects of federal and Illinois environmental regulations and how the regulations interact with each other
- Identify useful sources for more information on federal and state environmental laws

About the Instructors: Evan McGinley has been an Assistant Attorney General in the Illinois Attorney General’s (“AGO”) Environmental Bureau, in Chicago, since 2005.  He has prosecuted a wide variety of environmental cases involving permit and regulatory violations, contaminated sites and other matters.  Prior to joining the AGO, he worked for the Illinois Environmental Protection Agency as a regulatory attorney in the Agency’s Division of Legal Counsel.  Mr. McGinley also has extensive experience litigating groundwater contamination cases and the terms and conditions of operating permits and is admitted to the practice of law in both Illinois and California.

Anne E. Viner has been an attorney with Varga Berger Ledsky Hayes and Casey since 1997 and became a partner in 2003. Ms. Viner has broad experience in environmental law and substantial experience litigating environmental claims in state and federal courts, as well as before various regulatory bodies. She has counseled businesses, manufacurers, and lenders on a wide variety of environmental issues related to transactions, real estate development, insurance coverage, enforcement. Ms. Viner has been an adjunct instructor of environmental law at Loyola University School of Law, and is a graduate of the Northwestern University School of Law.

Prerequisites: The course is intended for those seeking an improved understanding of environmental regulations applicable in Illinois. Previous regulatory experience or knowledge is not required to benefit from this course.

Education Level: Introductory/Review

Course Materials: Each participant will receive a copy of the course proceedings including notes and reference material.

Continuing Education Units: 1.3

What to Bring: Mechanical pencil, coffee mug and water bottle (to reduce waste). Please wear comfortable clothing appropriate for the prevailing weather.

Cancellation Policy: Registration fees are fully refundable up to 30 days prior to the event and 50 percent refundable (or 100% credit) thereafter up to 3 business days prior to the event.
